Most Pennsylvanians receiving Medicaid are doing so because of circumstances beyond their control. A majority are our youngest and oldest citizens. In fact:

  • Almost 46% of Pennsylvania Medicaid recipients are under age 18
  • Just under 10% are age 65 or older
  • More than 17% are disabled citizens

  • Two-thirds of Pennsylvania Medicaid recipients live outside of Philadelphia and Allegheny counties
  • More than 27% live in rural counties
